{"id":50469,"date":"2026-05-19T10:20:22","date_gmt":"2026-05-19T07:20:22","guid":{"rendered":"https:\/\/mk.gen.tr\/a-common-sense-approach-to-housing-affordability\/"},"modified":"2026-05-19T10:20:22","modified_gmt":"2026-05-19T07:20:22","slug":"a-common-sense-approach-to-housing-affordability","status":"publish","type":"post","link":"https:\/\/mk.gen.tr\/en\/a-common-sense-approach-to-housing-affordability\/","title":{"rendered":"A common-sense approach to housing affordability"},"content":{"rendered":"<p>Our elected leaders have a unique opportunity to strengthen small businesses, sustain critical industries, combat <a href=\"https:\/\/www.housingwire.com\/tag\/inflation\/\">inflation<\/a> in the housing market and make homeownership more accessible for millions of Americans.<\/p>\n<p>Today\u2019s <a href=\"https:\/\/www.housingwire.com\/housing-market\/\">housing market<\/a> remains trapped in a cycle of limited supply and elevated costs. A central challenge is homeowners\u2019 reluctance to sell\u2014driven largely by the financial shock of trading a historically low mortgage rate for one that remains above 6%. <a href=\"https:\/\/www.housingwire.com\/mortgage\/\">Mortgage<\/a> rates have stayed above that threshold since 2022, fundamentally reshaping market behavior.\u00a0<\/p>\n<h2 class=\"wp-block-heading\"><strong>The mortgage rate lock-in effect<\/strong><\/h2>\n<p>As a result, the so-called \u201clock-in effect\u201d continues to constrain <a href=\"https:\/\/www.housingwire.com\/tag\/housing-inventory\/\">inventory<\/a>. As of late 2025, just <a href=\"https:\/\/www.rismedia.com\/2026\/04\/16\/mortgage-rate-lock-in-persists-as-monthly-payments-cross-2000-threshold\/\">over <strong>50% of outstanding mortgages<\/strong><\/a><strong> still carry rates at or below 4%<\/strong>, meaning millions of homeowners are financially disincentivized from moving. Even more striking, the typical homeowner would face <strong>nearly a <a href=\"https:\/\/rdceconomics.wpengine.com\/locked-in-homeowners-dec-2025\/\">$1,000 increase<\/a> in monthly payments<\/strong> if they sold and purchased another home at current prices and rates.\u00a0<\/p>\n<p>This dynamic has real consequences: Americans are now staying in their homes longer than at any point in decades, and housing supply remains structurally constrained. The U.S. housing shortage has grown to <strong><a href=\"https:\/\/rdceconomics.wpengine.com\/us-housing-supply-gap-2026\/\">over 4 million homes<\/a><\/strong>, underscoring how far supply has fallen behind demand.\u00a0<\/p>\n<p>This issue is particularly pronounced among older homeowners. A large share of Americans over 65 own their homes outright or carry very low-rate mortgages, making them especially sensitive to replacement costs. While many would consider downsizing, today\u2019s financing environment often makes doing so financially irrational. Thoughtful policy\u2014such as portable mortgage benefits, targeted tax incentives or federally backed transition financing\u2014could help unlock this segment of inventory.<\/p>\n<h2 class=\"wp-block-heading\"><strong>How outdated capital gains exemptions deter mobility<\/strong><\/h2>\n<p>Beyond mortgage rates, capital gains taxes continue to deter mobility. The longstanding federal exemption\u2014$250,000 for individuals and $500,000 for married couples\u2014has not been meaningfully updated in decades, despite substantial home price appreciation. As a result, a growing share of homeowners now exceeds these thresholds, particularly in high-cost markets, further discouraging sales and limiting supply turnover.<\/p>\n<p>Despite ongoing policy discussions, it is time for a fresh, common-sense approach. Rather than penalizing long-term <a href=\"https:\/\/www.housingwire.com\/tag\/homeownership\/\">homeowners<\/a>, policymakers should incentivize housing turnover. Reducing or modernizing capital gains taxes on primary residences and offering targeted tax credits for sales to owner-occupants would help increase inventory organically\u2014without heavy-handed market intervention.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Creating pathways from renting to owning<\/strong><\/h2>\n<p>At the same time, demand-side realities cannot be ignored. The <strong>U.S. homeownership rate remains <a href=\"https:\/\/usafacts.org\/answers\/what-is-the-homeownership-rate\/country\/united-states\/\">around 65\u201366%<\/a><\/strong>, leaving roughly one-third of households renting. A significant portion of renters\u2014millions of whom live in single-family homes\u2014are effectively \u201cpre-qualified\u201d homeowners who lack only a viable path to purchase.<\/p>\n<p>Encouraging small landlords to sell to existing tenants could provide that path. Such policies would expand homeownership, stabilize neighborhoods and strengthen communities\u2014while preserving the role of small-scale property owners rather than displacing them.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Restoring balance to the housing market<\/strong>\u00a0<\/h2>\n<p>Homeownership remains the most powerful tool for building generational wealth in America.
