The agency will consolidate dozens of boards, bureaus and departments that oversee licensing, <a href=\"https:\/\/www.housingwire.com\/articles\/theres-a-new-enforcement-playbook-for-mortgage-lenders\/\">enforcement<\/a> and market conduct across several industries, including housing, real estate brokerage and mortgage lending.<\/p>\n<p>For housing professionals, the most direct impact will come through the placement of the <strong>Department of Real Estate <\/strong>(DRE) and the <strong>Department of Financial Protection and Innovation<\/strong> (DFPI) under the new umbrella, alongside other business- and consumer-facing regulators. DFPI already oversees state-licensed <a href=\"https:\/\/www.housingwire.com\/articles\/mortgage-earnings-q2-2026-outlook\/\">mortgage lenders<\/a>, servicers, brokers and certain fintech firms, while DRE regulates <a href=\"https:\/\/www.housingwire.com\/articles\/exps-next-act-maximum-optionality-for-agents-and-brokers-says-leo-pareja\/\">real estate agents<\/a> and brokerages.<\/p>\n<p>Chopra said the new agency is designed to coordinate enforcement and rulemaking across health care, technology, financial services and other sectors, with an eye toward affordability and fairness in the marketplace.<\/p>\n<p>\u201cWhile <a href=\"https:\/\/www.housingwire.com\/articles\/former-cfpb-director-rohit-chopra-sounds-alarm-over-diminished-cfpb\/\">federal agencies<\/a> are making life more expensive and enriching special interests, <a href=\"https:\/\/www.housingwire.com\/tag\/california\/\">California<\/a> will be firing on all cylinders to make sure markets aren\u2019t rigged against families and small businesses,\u201d Chopra said.\u00a0<\/p>\n<p>Chopra served as director of the CFPB from 2021 to 2025 under President Joe Biden, focusing heavily on so-called <a href=\"https:\/\/www.housingwire.com\/articles\/in-its-war-on-junk-fees-cfpb-targets-mortgage-servicing\/\">\u201cjunk fees,\u201d<\/a> servicing practices and fair lending. During his tenure, the CFPB recovered nearly $10 billion in refunds and penalties from companies that broke the law, according to the governor\u2019s office.<\/p>\n<p>He previously served as a commissioner at the <strong>Federal Trade Commission<\/strong> (<a href=\"https:\/\/www.housingwire.com\/articles\/ftc-warns-mortgage-connect-noncompetes\/\">FTC<\/a>) from 2018 to 2021 after being unanimously confirmed by the <strong>Senate<\/strong> in 2017. At the FTC, he focused on penalties for repeat violators and more aggressive antitrust enforcement.<\/p>\n<p>The BCSA secretary\u2019s position requires state Senate confirmation and carries annual compensation of $254,450.
